Of course they are. Saying otherwise is just downright wrong.
Maybe there isn't "major" decline, but the decline's started. It doesn't mean they're going to suck, far from it. They're still a very good team. Hell, they might still win a Cup in the next season or two, I wouldn't be shocked.
But compare their system in terms of rosters & picks + prospects from 3 years ago, 2 years ago and from 1 year ago, then tell me their current system's just as good as it was then.
If the answer is anything other than, "yes it's just as good, there's no difference." means they're in decline.

Nothing's preventing Tampa Bay from getting better. But the notion that Tampa Bay isn't in decline from the juggernauts they were a few years ago is false.
They've lost Palat, Gourde, Perry, Killorn, Coleman, Goodrow, McDonagh, Johnson since their first Cup win. While some of those players now are past their prime, they've all been replaced with cheap, inferior players.
