To be disallowed it needs to be deliberate (rule 78.5). I guess the question is whether deliberate means deliberately moved his leg or deliberately moved his leg in order to put the puck in the net.
the high stick is the only call i think they got wrong - but at the same time they were also right not to overturn it on review. they had to let the call on the ice stand based on the evidence tbh.
It's surprising that they haven't come up with a way to accurately judge high sticks on replay tbh. I know it's not easy but there should be a way to generate an accurate "high stick line" on any replay using some fancy computer shit.
