The funny bit is that he's right but he's wrong and he's wrong about why he thinks he's right.

The US doesn't have certain skill sets. For example, the high end machinist skill set that China has spent 30 years developing that allows them to build everything they build.

But that's not why H1-B visas are popular in the tech industry. They're popular because Indian computer engineers cost 1/3rd what a (higher quality, more educated) American version of the same would cost. The US has been pumping out STEM graduates in huge numbers for 15+ years but no one wants to pay them what they're worth when you can bring Indians across for a fraction.
