it is likely not normal - otherwise nobody would have thought anything of it

and they are still investigating why the fuck it was there at all

Yeah it's not like law enforcement has ever tried to cover up racist shit in the past. It stinks, and good for him for not just rolling over and singing kumbaya.
 
You can see a pic here. After looking at it, it does seem a bit less threatening. Looks like a kids interpretation of a noose...or something you would get with a Woody toy.

I wouldn't be surprised if it went something like this;

Whoever was using that stall probably made the noose while laughing and joking about their one black NASCAR driver....though I will guess the language was harsher.
Might have been months ago, a year ago whatever, but considering not one other door in the place was like that I am going to assume this because, since drivers switch stalls all the time, if it was such a great door-puller it would have been on more doors as the guy who thought it was so great made sure all the doors were equally as well-equipped.
 
But from what I understand, he was just moved to this stall last week, and photographic evidence shows the rope has been like that since 2019.
