Well it's factoring in the "GOP buff to its saving throw in elections". Mastery of cheat gives them +5 to the die roll in any given election. Had multiple decades to advance the craft (at least in the millions of experience points resulting in leveling up many times) they picked up from Dixiecrats moving over.
