They were never actually prepared to spend that money. They just wanted to get the credit for being willing to spend it, while knowing they were safe because there wasn’t a chance in hell Ohtani would ever actually come here.

Exactly this. However, they got the fans hopes up with such a monster “offer” and “money available. They’ll do the same thing this year but tampering expectations with floating out the 20-25mill number, so when they inevitably don’t sign anyone good, then spend that 20-25 to fill out the roster, they can say that’s all they had unless they were able to land the big fish. They have no real plans of landing any big fish. They just don’t want fans to turn on them too fast
