Hall did rise up into the hit and got sanderson’s head with his shoulder. Part of the problem was that Sanderson was partially hunched over so the only way for Hall not to make head contact is to come in hunched over too and stay down. Otherwise the hit was completely clean. Not on the numbers, puck was there, etc. DOPS is a total crapshoot so who knows?

Green is pulling some gamesmanship in the hopes Hall gets suspended and the Canes hottest line in the series gets shutdown! That’s his only motivation with his post game ranting on the topic.
