Bad idea. A cease fire merely allows the Russians an opportunity to advance without getting shot at. They don't give a shit about how many civilians die. The Ukes should just tell them that they'd prefer to die than evacuate and that if the Russians expect to win this war they will need to kill every man, woman and child in the country.

As you say though, the Russians don’t give two shits about killing civilians.
So having non-combatants around isn’t going to deter them, they aren’t going to help with the fighting and they’ll suck up dwindling resources the combatants need to continue the fight.
So makes sense to get them out of besieged cities if you can, no?
