But yes in term of needs or player quality it would have been better to draft Leonard last year and draft a D this year, I think.
trading up/down in the NHL has been historically tricky...the market is pretty illiquid
most GMs don't want to risk it

Defensemen are much harder to project in the NHL because of what you mentioned: They take longer to develop. Defensemen are rarely good in the NHL until they're in their early 20s and often times, the best d-men to come out of the draft aren't the first ones taken.
It's much more common to find good d-men later in the draft than it is to find forwards. Most of the time, the best forwards in a draft are almost exclusively in the lottery range. If you look at the leading scorers in the playoffs at forward, half them were taken in the top 10 of the draft.
