Would be hard but not impossible to pull it off if just Mexico & Canada went it alone. The current plan of using 16 stadiums is kind of unnecessary. Qatar used 8 and 6 of the 8 had capacities of ~45K. Do BMO, BC Place, and Olympic Stadium in Canada. Mexico has a bag of grass stadiums big enough.

It wouldn't be the most architecturally relevant world cup in history, but no one would end up in an El Salvadorian prison due to a clerical error either.
 
Are we honestly suggesting that FIFA, of all organizations, might be put off by the idea of holding its tournament in an ultra-corrupt authoritarian hell-hole not governed by the rule of law?

No. None of that bothers them at all.

They might however be concerned about their brand being harmed by multiple tourists to America, only there to see the big footy tournament, being whatever the 2025 version of the verb "guantanamo'd" is.

I'm not sure if the Big O is structurally safe but I think that's mostly an issue with snow on the roof, which wouldn't be an issue. Edmonton has a stadium with a capacity well over 50K, Regina has 40K but no hotel rooms. Winnipeg has a newish stadium too, as does Hamilton and Ottawa, all in the 40-50K range.
