Morena has been relatively successful at cracking down on fuel theft. There is a whole international black market for stolen Mexican fuel, it's actually pretty fucked up. I'm not surprised to see cartels go after Morena candidates, especially in an area of Veracruz (arguably the most violent state) that both CJNG and the Zetas (The two most violent cartels) operate in and are known to run fuel theft rings out of.

Cartels tap directly into pipelines, mostly in Veracruz, Tabasco, & Campeche. Those 3 produce the lion's share of Mexican crude. Cartels use trucks that are either stolen, or owned by companies who are working for them under threat to truck that up to Texas to be refined and partially refined. Refined product then uses US intermediaries (2 guys from Utah just got charged for being part of a fuel theft ring) to get the refined product sold on the market with the proceeds laundered back to the cartel, and semi finished product ending up in Mexican gas stations, where gas station owners are forced by the threat of violence to mix in that semi finished fuel with their other fuel shipments and sell it to Mexican consumers. This happens mostly in Coahuila, Nuevo Leon, & Tamaulipas. If anyone is ever doing the drive through northern mexico, fuel up on the US side of the border before you cross.
