It does, but Russia is hurtling towards bankruptcy as we speak. Using government controlled entities to buy their shitty bonds and then spin the coupon payments back in to buy more bonds in an endless cycle can only end one way. It's really difficult to say when it hits a brick wall but Russia hasn't uncovered an infinite money glitch here, they're just piling bad debt into wherever they can still fit it.
