I think it’s the GMs more so than the owners.

At the end of the day the cap bails out inattentive owners, but to some extent can’t stop a GM from unbalancing their salary structure.
 
Problem is, without collusion you're not going to be able to compete and not give out stupid contracts. If you want to compete you have to go after players to help you and if another GM is willing to give a stupid contract then you have no choice if you want to compete. Of course Montreal has managed to avoid it for the time being.

You dont hand out stupid contracts to aging vets , bottom 6 , or 3rd pair D.
