Build a culture based on losing and its hard to break out of it. Sabres, Make Beliefs, Oilers. These are all teams that spent years trying to lose and they can’t win now.

If you are not trying to win as an Org don’t be surprised when your players don’t give a rats ass when you wake up one day and want to win.

That's overly simplistic. There's a few reasons Deadmonton, Toronto & Buffalo are where they are.

For the most part, those teams had success with their early first round picks, but much less success with later round picks.

Toronto has their Toews-Kane-Keith trio of Matthews-Marner-Rielly, but where's their Seabrook? Where's their Bolland (technically, they traded him away for Barrie)? Where's their Byfuglien? Where's their Bickell? They haven't hit enough with their later picks.

Another factor is, they've tried to skip steps when it comes to proper team building. Buffalo traded a first round pick for Robin Lehner when he was below-average? They blew their was on Ryan O'Reilly and then when they traded him to St. Louis, got nickels on the dollar? They've skipped steps and now they need to take a step back to try to re-calibrate.

Tavares had shit teams and no goaltending his whole time there.

Judging players as individuals, in a team game, based on how much they win is total low-grade bullshit and should never be taken seriously in any kind of credible way.

Leafs did a great job of draft and development with Sandin , Robertson only getting better

Totally agree on skipping the steps to round out their team

The JT contract fuked them for years .

They made the draft too complicated this year. It was not a normal year or playoff. Should have gone random draw as in 2005. Now, you have bunch of middle of pack teams vying for #1 that really shouldn't have a better shot at it than others.

A crappy team that flukes its way into the final 16 in a weird playoff for the playoffs deserves no less a shot.
 
Or they could have even waited to do the whole draft until today and reseeded the teams according to standings. PIT and TOR have a non-zero chance to win the draft, but less than another team that hasn’t already been stacked like the Wild. It looks like they just did it in two parts for the publicity, but then you had Habs fans half-assedly interested in the prelim round as a result.

Also, what happens if there’s an outbreak afterwards before the finals and they have to cancel? There’s still a risk of that happening. Habs would be totally screwed (not to mention the actual teams at the bottom of the standings).
