Or insurance. Just if insurance was required it would be a huge step forward. Don't like government telling you what to do? Fine, let private industry tell the individual that they're too much of a risk to own a firearm when no one will insure them.
I like the license renewal idea in conjunction because it raises capital to help pay for the damage they cause.

They're never getting rid of the guns, it's not happening, once we get passed that we can have a sensible discussion. Unfortunately the NRA can't have said discussion.

I like both and prefer licensing fees. I just understand the american reflex reaction to willingly jam corporate profits into the areas of reasonable government function. There's not much chance the gun lobby allows government fees and rules in that space. But the insurance industry has a fighting chance in a lobby-off if they smell profits in there. Sometimes a bad solution is better than no solution.

Insurance lobby vs gun lobby could be the heavyweight title match

The 2nd Amendment says you can own a gun but it doesn't say jack shit about bullets. Just ban bullets or make them so friggin expensive that guns become too costly to use. Problem solved

The government should register the sale of ammunition. Any large purchase request should be defended in court.

Not only does the "right to bear arms" not mention ammunition, the second amendment clearly includes the text "being a well regulated militia".

One should have the right to fully defend one's property. But if you have enough ammunition to blow up a city block should your house catch fire, you might need a bit of regulation...
