It’s effectively an import quota, but quotas aren’t allowed under the international trading system that the US effectively created and is now trying to destroy. The number itself is meaningless. Could be 200%, could be 1000%, nobody is exporting to Canada with that tariff. But we negotiated that for our supply managed sectors, and we pay dearly for it. Incidentally, the US does the same thing for some products.

Although Trump isn’t totally wrong that we may not have executed our USMCA dairy market access commitments faithfully, he clearly has no idea what he’s talking about here. Calling Canada one of the highest tariff countries in the world — the opposite is true. Our average applied tariff on global imports is under 2%, and it’s very close to 0% for the US.
