It’s sketchy. Apparently Barca is €1B in debt, hence the “intervention”.
If financial fair play rules were known to be binding, then the Barca offer was nonsense from the get go and likely an attempted face-saving PR stunt to smooth his exit and blame La Liga (and likely Real Madrid.)
