Permeable pavers run into a huge problem when used in Toronto. The problem is Toronto is built on top of a dense clay till ground moraine that is terrible at infiltrating water, so even if you have perfect permeable artificial surfaces covering every street, the water still can't percolate through the native soils quick enough. Works for typical rain events, but they quickly run out of capacity in these large summer storm events. It's not only a man-made problem, but also a geological problem that makes engineering solutions quite difficult.
 
Isn't the bigger issue that our storm sewers are ancient or has thst been fixed?
Yeah. Big issue. Up until 2021 all new builds were granted permission to discharge groundwater to the sewers on a permanent basis. All of these deep parking structures are well below the water table and continuously and for the life of the building are dumping millions of cubic meters a day into the sewers. As of 2021 though it is no longer allowed for new builds. Obviously the existing ones are going to keep dumping for the next 60 or 70 years.

holy tits. that is not ideal.

dunno when Hali made the change but the current rules are no groundwater into the sewers.
