The first two are either signed, or supposed to be, in Bullards case its a record for most overslot of that round. Peeples is viewed as a hedge pick that will not sign

The point of the later rounds is mostly to stock the minors with people for the real prospects to play against. And every now and again some 19th round pick turns into a major leaguer, which is enough to keep hope alive for everyone.

Yeah, 20 is fine. The 1996 MLB Draft was 100 Rounds!! And speaking of occasionally hitting on someone, HOFer Mike Piazza was drafted in the 62nd Round in 1988 by the Dodgers and Tommy Lasorda as a favour to his dad.

I think they go for it pretty hard even if they go 2-4 or some such
