there's a difference between firing directly at crowds trying to hit them vs firing near them trying to disperse them. but it's not clear whether that distinction actually applies here...

well, i do think 'towards' sounds like warning shots (above heads) and "at" sounds targetted and trying to kill.
BUT, suddenly all the eye witness reports that were being denied about israeli soldiers shooting at unarmed civilians are all now obviously true, and weakens the credibility of israeli denials about the specificis of the shootings too.
