Part of the classic Russian authoritarian power-play.

Government does bad thing and puts out a cover story that is hilariously obvious bullshit. Everyone knows it’s bullshit and the authorities know that everyone knows it’s bullshit.

The point is seeing the population nonetheless not making a peep or doing shit about it. Either because they’re sufficiently cowed and afraid or if, even better, they’re by this point totally numb to the lies and completely indifferent to the entire concept of truth.
 
I have no clue why the rest of the world has been dicking around with this goof for so long. Maybe someone could explain it to me. :unsure:
