The cynic in me is pretty sure that everyone is okay on one level or another with slow rolling this war to cripple Russia for a generation, which this is absolutely in the middle of doing. Whether it's being done for domestic political advantage, or for a broader and more inhumane geopolitical strategic outome, I dunno.
The long and the short is that the decision appears to be made behind closed doors that Ukraine has to win this war, but winning comes in many forms, and it can't be too fast.

I don't believe for a second that he put himself anywhere close enough to the front to be at risk.
The guy is pretty famously paranoid. He's taking chopper rides well within the air defence envelope of the Ukrainians? Smells propaganda-y
