It's not a ranking, it's a number of goals above or below average.

+3 means that a player keeps 3 goals above average out of their net. -3 would be the opposite. Defensive values are a bit low because he's splitting the defensive impact between defensive play and goaltending.

The same as most other rate metrics from other sports. WAR in baseball, BPM/EPM/DPM/RAPTOR in basketball, etc. They're all based on determining how a player compares to dead nuts average. The only people using 100 point scales are video game makers.

Also the circles around the numbers show the players percentile rank (out of 100 obviously) for each category.

eg Nylander’s +12 offense is in the 90th percentile of NHLers.
