Nope. Way too many variables in play for that type of statement to be "right".
The Pens (who won the conference title) were on pace for a 123 point season last year. Ottawa was on pace for a 95 point season (with historically great goaltending).
The Sens need to improve by 20-25 points next season to realistically contend for the conference title.
Good luck with that if the goaltending dips to a more sustainable level.

Talent at key positions and depth will play a bigger role if injuries are at a reasonable level.
The talent at key positions includes the best goaltending tandem in the conference.
The Sens posted a 933 team SV% last year. The 2nd best team in the league posted a 922SV%.
Even if the Sens get top 5 goaltending next year (elite), it will still be a significant drop from what they got last year -- which means lots of goals need to be replaced. Better health will help to offset this somewhat, but not to the tune of a 20-30 point increase.
Sens need last years goaltending performance over a 82 game season to realistic hit 110-120 points.
