I don't blame the teams for making use of rules which allow them to clear cap at their convenience. But something smells, and I blame the league for not tightening the screws around these situations. Vegas acquires Eichel, then pays teams off to clear payroll after the fact..in this case throwing draft picks at Anaheim to take Davidov. Vegas gets guys (Moore, Kesler)that I assume will not count much if anything against the cap. Guys that have not played in years are figuring into all sorts of trades. There seems to be no end to ways to get around the salary cap.
 
Don't kid yourself, the NHL & NHLPA both want this.

If the NHL didn't want this, they would have bargained it out during the last CBA negotiations.
