You think someone who signs a longterm deal in Florida (at a discounted rate to account for tax) would be just as likely to agree to waive to go to a team without this advantage?

Ignore the organization's, success, etc. All else equal. Is he as likely to waive? I'm not sure why this is so difficult.
I don't have enough information to accurately answer this contrived scenario. and this is silly anyways because the organization and success (and other factors) will inevitably be considered and matter.

no one is disputing that teams in no tax states have an advantage though. but you keep trying to argue with people about I'm not sure what?
 
you've just decided that athletes in florida get 10% more in salary than athletes in toronto. I reject this assumption until I have the actual data. there are tax impacts, but none of us actually know how significant they are.

Show me where I said it's the first thing they think of and sole requirement for a player. You are stuck in a very black or white trap right now. Not everything is one thing or the other. There are layers in every decision that people make.
