BTW, it's beyond stupid they are changing this yearly. The last placed team should never pick 4th overall. I never really thought 'Tanking" was much of an issue and they went too far trying to stop it. They also then went too far reacting to Oilers lottery luck. The Oilers won so many in part due to them stopping giving the worst team the top pick
Give the 31st overall team the top pick and stop making up new rules yearly.

The new rules are a fuken joke

Stack the odds higher for the bottom 3 then 4-5 and spread the rest out

You cant encourage or reward deliberate tank jobs with a guaranteed pick

Its a fuken lottery , ridiculous to reduce the odds to 2/5 years of getting the top pick

If a 13th place team with a .01 % chance wins it so be it

The issue runs deep. Hockey refs are taught to manage games from the very beginning. It's quite literally part of their training. Hard to expect them to change once they get to the NHL. I'm not blaming the refs here.
