I like the penalty shot idea lol.
Get called for penalty in the last 3 minutes of a game and instead of a powerplay, the team gets a penalty shot.
 
5 on 5= low scoring.
P.P's must account for at least half of the goals scored. Or am I misunderstanding your idea?
 
Yeah the idea is that if they didn't have a PP every call, then they would make all the calls, and result in a similar amount of PPs but maybe more fairly distributed and fouls called in all situations.

Unless the team that is one foul away from being short handed commits a penalty with 2 minutes left in a tie game. They won't call that.

Would be easier for them to make that call than it is now, and more of a habit of making all the calls even the little ones.
 
So they'd blow the whistle every time there's an infraction? If so, you're turning the sport into the choppiest, most unwatchable sport of all-time, football. No thank you.
 
Oh I think the games may crawl to a halt this season.
I think the refs will start calling everything.
 
To be fair to refs in any sport, they are psychologically manipulated by players/coaches both by getting chatted up pre-game and then screamed at by at least one bench anytime a call is made. And players/coaches know that this works.

If not for fighting, ice-related issues - it would be interesting to see how the game would change if the refs worked behind the glass.

years ago, someone did a big study on "home field advantage" across NA pro sports and concluded that referee bias was a significant factor -- human beings do no want be booed by a crowd. We might get some interesting data post covid...
