There's no logic. It's Gary trying to save face.

Gary's legacy is largely the inclusion of weak welfare markets into the league.

A few good markets, but mostly welfare.
 
Man, I really hope it gets to the point where the Coyotes literally get locked out of their building on a game day, and the league's left with no choice except to postpone the game and scramble to find somewhere else for the team to play.

That'd be a suitably humiliating way for Bettman's whole Phoenix saga to end.

It is ironic that Gary has refused for so many years to move them because he'd get embarrassed by doing so and it turns into this. A 1000X worse situation which looks so bad on the league. Funny how NFL will move teams for such silly reasons and no one cares.

And we have a fucking cap to help these worthless, poor ass franchises. Leafs get fucked so bad.

This is the equivalent of telling the billing company that you didn't receive any notices in the mail so you didn't pay the bill for the last 6 months

I really want Gary to be asked about this. He always lies and says everything is perfect, but even he can't go with that type of response.

This is definitely part of a lengthy pattern for them. They take a decidedly Trumpian approach to anyone they owe money to. Ignore bills, come up with brazen lies to dispute them, lie about the non-payment being an honest mistake, trying to bully people they owe money to into accepting drastically reduced payment, etc.
