Calgary is getting a new arena.and Edmonton already has one. They are both owned by very rich people. They can afford to play. The Jets are owned by an insanely rich guy, but their arena and corporate base are too small to generate any additional revenue so unless the owner underwrites the shortfall they'll not be able to spend to the max.
