for the owner or two who'd like to gamble 200M, this system would create a moral hazard, ie...recklessly load up on stars, hope all your draft picks hit, take all the risks you can knowing you can start all over if it all goes to shit

I think the rules are fair, and it’s in the league interest to have expansion teams as competitive as quickly as possible.
If the NBA had adopted such generous expansion rules 25 years ago Vancouver might still have the Grizzlies. But nobody was willing to keep spending money to watch a crap basketball team. Vancouverites draw the line at their crap hockey team.
