In the current system, that's correct, and that's why it needs to change.

Teams trying to win shouldn't be punished. Teams trying to lose shouldn't be rewarded. We should eliminate the dreaded middle. Trying to make the playoffs shouldn't be bad management.
The four or so teams that come closest to making it should have best odds of winning. And I like the cap exemption for the bottom teams.
 
No they don't actually. Better drafting does. The only thing the number one pick does is give a team a consensus best for that year. The next year that number one might not be top ten.

Top couple of picks maybe but after that is just as much a crap shoot. If it was so unfair the shitty teams wouldn't remain shitty but they do.
Yes it does, but by itself it’s not a recipe for success. Better drafting does better with better picks. Draft is not completely random, or else better drafting wouldn’t matter. There is luck involved sure, but getting your pick of the horse you want matters.

I know the arguments. There's a statistical uptick but not large enough to really change the makeup of a team unless it's a generational talent.

Yup. Pasta drafted 24th overall; Bergeron in the middle of round 2. Jason Robertson too. KK, Yakupov, Kakko, Lafraniere, Byfield, all busts to one extent or another. Need good scouts.

Same scouting team who drafted Pastrnak @ 24OA, Bergeron in 2nd round & Marchand 3rd round, missed all of Connor, Chabot, Barzal, Boeser despite 3-consecutive mid 1st round picks….

Agreed, but it’s still valuable. And tanking teams are generally competing for the top 3-5 spots, where the drop off is much more significant.
 
The 2011 draft had a top 10 of pretty damn good players. There were no “generational” players, but it’s hard to dispute the choices that were made. Maybe, in hindsight Huberdeau could have been #1 RNH (maybe), but I don’t see many obvious whiffs among those picks.
