95% of all UFA's regardless of age do this. The problem is that elite players who will get offered the maximum no matter where they go can choose no tax markets to maximize their take home pay.
Unless or until there is some sort of equalizer formula that makes a dollar earned in Montreal the same as a dollar earned in Dallas, the elite players will never come to or remain in Canadian markets.
