How can you challenge a highstiking call when it wasnt the shot that scored the goal? Isn't that the question?

I never seen anyone challenge a routine highstiking call that was missed and then go back and replay the game from that point.

You can review a missed stoppage. High stick, hand pass, puck over glass.
