If you are not in LTIR it the cap is calculated on a daily basis. So if you have $1 million in deadline space then you only have to fit the players remaining salary, not their entire cap hit for the year. Thats why $1 mill can buy a $4 million player or whatever. Also if you move players up and down then you are saving cap space (e.g. if a player making $800k is on the roster for 20 days out of the season, they count those 20 days worth of salary, not $800k each time they are up).
If you are in LTIR you have to fit their entire cap hit at all times.
can you give me an example of a team that this was actually true for (i.e. where they were allowed to carry a roster that was over the cap, without using ltir / retention?)
