Yes, but it's more difficult to articulate to people how a system is working than it is to complain about the system being broken. Your grandma getting her cheque 1000 weeks in a row with no hitches or mistakes is proof of the system working and is an administrative achievement that is just taken for granted. It's not nearly as sexy as "everything sucks, is broken, and only I can fix it"
