that’s the frustrating part —I’ve seen scenes of peaceful protestors being tear gassed and video of looting with uninterested cops nearby. There seems to be a lack of strategy.

Probably Al Cowlings. The reporters don't know what he did but he's been driving over 100 mph and followed by several police cars. He's gotten pretty close to the protesters a couple of times as he appears to be circling around.
