It's a little more complicated than that though, especially in the States where you don't just raise people to become cops, you raise people to become criminals.
The system is set up to generate both...guys that join the force cause their dicks are small and guys that turn to crime and end up hating authority...and both sides have lots of guns.

There is no doubt the world will be a better place when/if we get racism and prejudice in general out of policing, but we can't pretend that all of the sudden gang-bangers, gangsters et all are going to turn the other cheek.

As long as you think you might die in any given situation how can things change?
 
I've known good cops and hall monitors gone bad, a lot of it is macho bullshit. That's not to say there aren't chips that genuinely want to help their communities.
