Quantum entanglement might be a way around all that. If you are tied to a point in space-time the distance might not matter.
Yeah, like, it's crazy to think of that. Not even counting earth moving around the run or the sun through the Galaxy, the Earth still rotates at like 1000 mph, or about twice the speed of a plane. Like, if you time travelled one second, just factoring in Earth's rotation and nothing more, you basically go from the CN Tower to Union station. If you're off by like a millisecond, then suddenly you're smashing through the walls of where you wanted to end up, or end up appearing in the middle of the ocean.

The judges ruled 2-1 that "on the basis of the evidence submitted by the parties, such discrimination is a necessary, reasonable and proportionate means of achieving the IAAF's aim of preserving the integrity of female athletics in the Restricted Events."
Semenya, a two-time Olympic champion in the 800 metres, will now be forced to medicate to suppress her testosterone levels if she wants to defend her world title in September in Doha, Qatar.

Last time her testosterone was medically lowered in 2011 her dominance decreased significantly, and again, that was at levels of 10 nanonoles per liter of blood.

Semenya is just being punished for her freakish genetics.
Now, I think her case is different than someone born male who transitions to female during life. that's a new can of worms.
but for Semenya, she is literally being punished because she is a genetic freak. and those freaky genes happen to help her dominate in her chosen sport.
How is she being punished? She is going to be limited to the same testosterone levels as the women she competes against. (Slightly higher actually.)
That's not the same as having physical attributes that lead to being good at a sport. That's closer to doping. Now its the case of her body naturally producing that level of testosterone, but its still a hormonal advantage that allows her to dominate other women. That's different than being tall, being big, having long arms.
