Anecdotally, my mother, who grew up in Montreal where they have never and still don't have flouridation, has a veritable gold mine in her mouth. I don’t think she has a single tooth in her head that didn't need to be filled.
My aunt (father's sister) who also grew up in Montreal had to have full dentures put in before she was 30.
