anyone understand how these cap holds work in the NBA ? How do they affect the cap ?

When you hold the rights to a player that is hitting free agency (bird rights of various flavours) a number based on their previous contract is calculated and put onto your existing cap structure as a "hold". It lowers the amount of effective cap space you have to sign new players, but you can "renounce" your bird rights on a player to remove that cap hold.

The benefit to it, is if it's a player you want to keep and they're coming off of a bargain contract, their cap hold is going to be way less than their new contract is. So you can sign new players to push your salary spending up to the cap, and then go over the cap (if you're willing to pay the penalty) to re sign that player to a new deal.
