There are 3 possibilities
1) they know Sasaki is coming and agreed to get more space to sign him
2) They are still trying for him and have a huge budget and Straw simply doesnt matter
3) they are gambling, have no more money to spend and think Straw is useful
1 is great, 2 is fine, 3 is well....
