It's true. It's what Putin reached out to Trump about the victory day ceasefire for. The rumblings from inside Russia is that they're terrified of the optics of the parade being in full swing and air alert sirens going off. Vlad's aura of invincibility is already crumbling, something like that would be an optics defeat that could be the beginning of the end for him.
