my understanding is that for the additionall ~11,000 deaths, they all lack at least some (in some cases more than some) of the required information, like ID numbers, date of death, etc.

the reason for that, from what I've gleaned, is because these are all self-reports from 'reliable media sources' in Gaza, i.e. not the Ministry of Health.

as much as I'd love to accept the conclusion that there have only been ~20,000 deaths, I don't think that's necessarily the case. there's just a lack of information to corroborate the data. if that makes sense...
