Baltic & Eastern European states were going for a full ban on Russian visas.

This was the half-measure compromise. From what I understand, it doesn’t stop any Russians from getting a visa, it just makes it more costly and time consuming.

Ukie opsec is very good so we don't and won't know what this offensive is meant to do. Some of the better military experts i follow have suggested that this is more of a "shaping" offensive to create gaps and weaknesses in the Russian lines that can undermine their broader positions rather than a full push meant to defeat them outright in Kherson.
