It's their DNS not refreshing. You can call them and ask them how often they do it. Most people have passed the issue but there are likely some stragglers.

I am also having this problem with my wifi at home

You can also try running a tracert for the forum ip and connect via ip instead of forumice.com. That way you bypass dns.
