Sadly, when it came to the NCAA that was an observation, not a joke. Same is true for the FA.Absolutely insane considering the scale of the charges against City and Chelsea. This feels like the joke people make any time there are allegations against a major college program that Cleveland State or some other equivalent better watch out cause the NCAA is about to really come down hard on them.

I think you mean (in Portsmouth's case) for entering administration. I remember that: it was the start of such dire times, the club was relegated after that season, and suffered relegation all the way to League Two! They were close to being wound up, too, IIRC. The Premier League referred their case to an independent commission in March and a hearing was held last month. They become only the 3rd Premier League club to suffer a points deduction. Portsmouth was docked 9 points in 2009-10 for entering relegation and Middlesbrough was hit with a 3 point deduction in 1996-97 for not playing a fixture against Blackburn.
They‘re appealing the decision and one of their arguments will likely be that the penalty is disproportionate, that entering administration is more serious than a FFP breach. They’ll also point to the fines, rather than points deductions, handed to the 6 clubs involved In the Super League discussions. And of course, Chelsea and Man City regularly flaunt spending rules.

I’m not sure where the notion of Everton cooperating came from. They were charged in March and there was a hearing last month for which the penalties were announced. They said they’ll appeal so NOW the fighting starts.
They cooperated with the investigation and have acted like a normal member of the FA. They might be appealing, but they aren't hiding or cooking their books, burying the process under several mountains of filings and otherwise slowing down the process every way possible the way the other charged clubs have been.I’m not sure where the notion of Everton cooperating came from. That game was insanely fun to watch ... or would have been if having a rooting interest meant I was reaching for the Pepto when Emi was making those saves near the end. The ball was pinging all over the yard right from beginning to end and the action really never slowed down.
