The thing is if you draft well and develop a contending core , you can stretch your contending/competitive window a near decade

Sharks , Ducks, Kings , Hawks, Bruins , TB , Pens all have been solid for many years with a few blips along the way
The Bruins have done it without any top-10 picks, and it’s not as if they’ve been lights out at the draft table (see 2015 in particular), but when they made a good NHL pick they made it count - Bergeron, Marchand, Pastrnak, McAvoy

The latter is something the Habs simply have been unable to do since 2007

Bottom line is , those teams were built on solid drafting

The main issue is you don’t need to be great every year , do it right over a 3-5 year period and build your core

All those teams did that , we never did over decades
 
Step 1: analyze deficiencies
Step 2: comprise a plan to correct those deficiencies
Step 3: unload vets, especially expiring contracts, by deadline.
Step 4: win the lottery
Step 5: Finally draft well
