The reality is, if TBay can net upwards of $2B, which investor will cough up $1B+ to bring a team to Quebec City?

Phoenix should & will get a team, the markets simply too big to overlook

In the Oilers shoes I'd let Broberg walk. He's not proven enough to warrant nearly tripling his salary. Holloway, even at double what he was making, is still a relative bargain so it makes sense to match the offer sheet.

Oils fucked up never gave these guys a chance and kept playing scrubs

Broberg will pan out and only wanted 1.8 x 2 but Oils never made the move

Different situation though with a contending team, you play your best lineup right now. The time you can allow for young guys to develop in the NHL is limited. I don't think their development was the issue, compared to cap management. But playing hardball with the kids, in the precorious situation they were, was ill-advised and backfired.
