The fact that the predecessors were French isn't the issue. They were incompetent and the reason they were incompetent was because no one has ever put in the effort and resources needed to develop competent Francophone managers. And why should they when the Habs were forced to hire them whether they were good or not?
Maybe now that the Habs ownership has sent the message that they arent going to give these jobs to the next available Francophone by default, they'll have better and more competent Francophones to choose from the next time around.

Houle inherited a much better team than HuGo did, and there was no such thing as a salary cap back then either.
